Actually, there is a call similar to that: http://<server>/<help path>/wwhelp/wwhimpl/api.htm?context=<groupname>&topic=<TopicAlias string>
<groupname> is a string you need to specify for merged help. It's kind of weird that it's required when you're not merging help, but no big deal. Web help URLs often look pretty gnarly. So I plan to switch to WWP. It fixes the rendering bug with RoboHelp 9 output in IE8 and the output looks much better than what we've been getting from RoboHelp.
