Yes, Structure Tools has that, along with a bunch of other expand/collapse-related additions. The plugin is not free, but the trial version is fully functional and will never bug you about those commands. So in essence, those features are free.

Well .. I believe that the StructureTools plugin from WestStreet
Consulting does provide a command to do this ..
