Or in other words, when you first generate a TOC, it will have a unique set of tags with names that all end in TOC -- one for each unique paragraph style that you included in your TOC setup. It is these default tags that you must modify using the pgf designer to get the look that you want; then save the TOC in order to preserve the catalog.

Note that you also have to modify the TOC flow on the reference pages if you want to add tabs or apply character formatting, for example, by applying colour to just the Heading1TOC page numbers. Each unique pgf style in the TOC will have an exemplar entry in that flow, which you can modify. Save and regenerate to see the effects of your changes.
