Well, FrameMaker is not a very reliable and handy tool for editing graphics. There may be better and more accurate tools for this like Adobe Illustrator.
Concerning your question about cropping: a) The easiest way would be to work with pixel-related formats like tiff, not with postscript-formats like eps or pdf. b) If cropping is not effective throughout the whole workflow on a pdf, you may simply place the whole pdf in a frame as described in step (4), but then reduce the size of the frame according to the requested cropping. c) There may be tools that can crop postscript information. I once worked with Quite Imposing to produce a booklet and found that postscript information from the original pdf that had been (invisible) outside the page frame was in fact completely removed in the booklet.
