What do you mean by a special anchor in the container file and the inset?
Could you please summarize the documentation?

You don't need a specific tag for an inset, but it is a good idea to have a space or non-breaking space immediately before the pilcrow of the paragraph that will hold the inset. (That's to avoid a little FM formatting bug.) Put your cursor ahead of the space and use File > Import > File. The inset file itself does not need to start with any special tag or space.
