On a Windows platform, opening a file by double-clicking is completely dependent on the filename extension and an association database that the OS keeps. Without extensions it is extremely cumbersome to open a file by double-clicking because you have to manually identify the application to use. Opening a file using FrameMaker's File > Open command should certainly work, but here it may be necessary to pick the option to show all files rather than the default to show just .fm and .book files.
The bottom line is that what you handed off is not unusable, but will certainly a PITA to work with on a Windows machine. Note that if the component files are renamed with a .fm extension to make them easier to use under Windows, this really needs to be done from the book file window so that the inter-file references are not broken by the name change. And even then, there are likely to be issues with text insets and referenced graphics since those do not appear directly in the book window. My opinions only; I don't speak for Intel.
