D'oh! The solution I gave before only works in the Bookmarks pane. To make the actual text entry on the LOF page work, display the LOF page and select the Link tool (yellow chain icon in the toolbar or Tools>Advanced Editing>Link Tool). The cursor will turn into a crosshair and all of the existing links on the page will be outlined. Draw a rectangle around the text line that is the xref to the graphic. In the Create Link dialog, select "Open a page in this document" and enter the destination page number and the appropriate zoom level, then click OK. Click back on the hand tool to exit the Link tool.
Now, when you click anywhere on the entry, it will jump to the correct page. You can even make the link open a separate file. This is for Acrobat Standard 6.0. The location of the Link tool may be different in other version. The problem is that the 11 x 17 pages (which are figures) end up on 8-1/2 x 11 pages in the book PDF. What I have been doing is going into each of the 11 x 17 files (9 total), and saving each as a stand-alone 11 x 17 PDF. Then I exchange each new 11 x 17 PDF for the old 8-1/2 x 11 page in the book PDF file. This works for getting the correct page size, but the link from the LOF (which is not on the 11 x 17 page) does not work.
