Yes. You can save equations in MIF format, which has a prefix syntax for operators to describe the structure of mathematical expressions.
If you have an unstructured document in FrameMaker, you can save it in MIF Format and extract equations from it, using a simple ASCII parser written ad hoc; instead, if you have a structured document, exporting in XML you can set read/write rules for equation elements in order to have them exported in MIF format.
