"Compelling reasons" are subjective and depend on your workflow and what FrameMaker features that workflow depends on.
Boolean logic for show/hide rules and improved display of overlapping conditions may be very compelling features for some users, but are insignificantif you don't use conditions. Support for Unicode characters may be compelling for a significant number of users, but insignificant for many others.
