Hi, Jeffrey: It's not clear if you're printing from FM, or from a PDF made from the FrameMaker file. You've also not mentioned the printer you're using. There's no unit given dimension 0.016 that you mentioned - is it mm, points, inches, etc?
In Acrobat Help, search for Fix hairlines. This topic discusses the problem of printing very thin lines to offset printers, and offers a fix when printing from PDF. You may want to take a hint from this topic and retry increasing the line width in the problem graphic to at least one point to see if that prints correctly from FM.
