It depends on your font. In Cambria Math, the character is U+22EE. That said, I don't believe that any version of FM prior to 8 supports Unicode.
Probably the easiest (unless you are using it a lot!) method would be to 1. create an inline anchored frame, 2. insert a standard ellipsis (ALT+0133) as a graphic character, and then 3. rotate the character. Not the most elegant, but functional.
