In the anchored frame containing the image, create a text frame and position it over the feature of interest, then insert a hypertext marker in it (gotolink for a destination in the doc, or message URL for a Web link). Repeat for each item of interest. This works in Frame itself, so it's easy to test as you go. Mif2Go produces a client-side HTML image map for this, and I'd be surprised if it didn't work in Flare too.
