You could use a 2 column unrolled table and anchor the graphic into the left cell and then type the bullet text into the right hand cell. To make it even easier, you could put the graphic in a graphic frame on the reference page. Then create a paragraph format that references the graphic and install the paragraph format in the left hand cell and update the table. Every time you then create a new row or place a new copy of the table, the graphic would appear.
