OS: XP Pro with SP3

I've been creating a new User Manual based on an existing Book (originally 
created by a consultant). I want each Chapter to have a minimum of 2 pages 
(Right and Left sides, like any regular book).

I know I'm missing something simple, but with a virtually empty Chapter 1 (it 
has Headers, Footers, Chapter title and an End of Flow marker) I have 4 pages 
instead of 2. My Appendix A is correct, as is my "Chapter+.fm" and my 
"Appendix+.fm". I've compared as many settings as I can think of but I can't 
see where this is controlled.

The settings under Format > Page Layout > Pagination (for all 4 docs) are as 
follows:
Double Sided, 1st Page Side: Right
Make current Page Count Even

The settings under Format > Page Layout > Master Page Usage (for all 4 docs) 
are as follows:
Use Master Page: Right/Left
Apply to: Current Page (1)
Even (Left) Odd (Right)

Note that the unselected option "Pages: x to x" lists First Page as 1 and Last 
Page as 4, so FM is acknowledging that there are actually 4 pages in this 
document - even though there should only be 2.

What setting am I missing?
