Ellen, It sounds like your 'IT' department are being fussy with licensing.
FrameMaker 7.1 was one of the last versions of FrameMaker that didn't "dial Adobe" for license activation, and if your company has a multi-user [bulk] license, you may be able to convince your IT department to install FM 7.1 - as the ADOBE 'Software License Agreement' [point#5] actually permits the use of multiple versions of the software on the same machine.
