I always set those properties, but they never seem to make any difference. Is there some special way the document has to be saved? The document always opens where it was opened the last time viewed.

Then, after saving, it will always open at that page and at that same zoom level whenever the document is opened - even by other people. Look at File->Properties and then the tab labeled "Initial View" for more information. Some of these values can also be 'sent in" from FrameMaker ... but not all, unfortunately. Try this: Go to a page which has the incorrect zoon level and change it to the level you wish, then save the pdf, go to the next incorrect zoomed page, change to the level you wish, save, etc., the pages should then display correctly. I believe Adobe Pro remembers the page and zoom level the document was last viewed at.
