Framemaker Version 7.0 (used)

I would like to buy Framemaker Version 7.0 (used). On eBay?I saw that there are 
some offers from Germany. But I?live in India and?am not sure whether a 
cross-country sale of the software is allowed or not. Somebody told me it is 
not. Can anyone please help?
