With Arbortext, you would need to ensure you purchased Arbortext Print Composer or "Arbortext Advanced Print Publisher" as I think it is now called.
Arbortext Editor alone will not provide the required PDF output. If the requirement is to deliver only MIL-STD-38784 compliant SGML instances, then the choice of editing software does include FrameMaker, Arbortext and any other SGML aware application. If you also have to deliver formatted output such as PDFs or even paper masters, then the choice is slightly different. A FrameMaker SGML application for MIL-STD-38784 would give you a really nice editing environment and top quality formatted output. However, that would need to be developed for you by a suitably experienced FrameMaker developer. I am not aware of any ready-to-run commercial 38784 FrameMaker applications. With Arbortext the situation is different.
