Use Find/Change to search for Character Format and set the formatting dialog to 
all As Is except for Change Bars, which are seleted.  This will find anything 
that is tagged with the change bar format, whether it's content within a table, 
a cell in a table, or a row of a table. Once the tagged content is highlighted 
by the Find, you simply remove that formatting via the Character Designer.  Or 
you could define a "no character bar" character format that is set to all As Is 
except for Change Bars, which you deselect. 

Then there is always the global "Clear All Change Bars" command (under 
Format>Document>Change Bars in Frame versions through FM8.0).
