Yes, Visio's third-party export filter for EPS was notoriously and persistently broken. And when Microsoft bought Visio they simply dropped it from the product.
It says here that Visio shouldn;t have any such problem with WMF, since that is a Microsoft-owned format. But my experience has been that there are a handful of Visio figures that simply won't work in FrameMaker using WMF as the format. But in every such case, FrameMaker has been happy with an EMF of the same figure. And I've also seen the opposite to be true (a few figures won't work using EMF but are fine as WMF).
