You would use: [DITATopicRootAttrs] ; Frame para format for topic title (wildcards OK) = attributes for ; the root element of the current topic. It can be overridden by a ; DITATopicRootAttr marker. If your starting Frame format were "conhead", you'd use: conhead=xmlns:xsa3="http://dita.oasis-open.org/architecture/2005/" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:noNamespaceSchemaLocation="../../catalog/concept.xsd" except you'd have to have it all on one line (not possible in this post).
