A search of the Adobe Forums leads me to believe that the Deactivate option is disabled if you are running a volume license. In that case, just uninstall.

Part of this process involves deactivating Frame on some other computers that are no longer being used. We have noticed that on all of the computers the Deactivate option under the Help menu item is greyed out.
