the hex input or Character Palette is a Java Palette. Are any changes happened on your machine? Do you know the Character Palette coming with TOOLBOX (for FM9) or Finalyser (since FrameMaker 10), these are customizable,clearly and very easy to use. There are User Palette: or some Font palette like this: Since Finalyser 0049 compatible with any Unicode Font and automatically mapped.
