There was some issues with installing FrameMaker 8 to XP computers with SP3. Adobe issued a new installer to fix this. (It was issued during FM9's reign, so after the fact.) Since it sounds like you installed Windows 7 as an upgrade on some computers and a fresh install on another, perhaps the version of installer files you are using makes a difference. Here is a link to the updated FM8 installer: http://www.adobe.com/support/downloads/detail.jsp?ftpID=4549. Perhaps using it instead of original installer disks will make a difference.
I also seem to remember reading reports of some installation ills that were fixed by copying the installation files to the hard disk and installing from there, instead of from the CD.
