The FM 5.5 UNIX Solaris version was so nice in that regard as you could use the OS capabilities to assign shortcut key that were a single key and along with Cntl/Alt and even add a shift to expand the options. I patterned mine (mostly) after the Mac shortcut keys (substituting for the Apple key with Cntl or Alt w/ or w/o shift). That is the kind of pattern they should shoot for in shortcut keys when designing the interface, but some of this is limited by the limitations of the OS. Is Windows that inflexible that this can't be done?
