This must have been yet another "improvement" in FrameMaker 10. It's there in 
my FrameMaker 9 installation just as it always was in every prior FrameMaker 
installation going back to v5.5.6.

Not such file is in my similarly named ...\Adobe FrameMaker10\Documents folder.

Look inside the Documents directory within your FrameMaker installation 
directory and you should find UserGuide.pdf.
