sometimes I have similar problems with file visibility in Windows Explorer of Windows 7, but not directly connected to working with FrameMaker. I have to wait a while or restart the Explorer until files show up (again) after moving them. I think, the main aspect is that your actions cause the files to be modified. Windows 7 has some new features for caching recent files - maybe this causes your trouble.
