I had not seen your query previous to this posting.
This spacing is controlled by the TableFootnote box that exists by default on the reference page (usually the first one). If it has been deleted you can just create a new blank portrait document (File>New>Document>Portrait). Go the first reference page and select the dotted line box under the Table Footnote label. Copy it and paste it onto your reference page. You will have to name it TableFootnote (the name is important). Then select and copy over the label in the same way. You can't do them at the same time.
