I looked into this in December and this is the answer I received from Adobe:
"If you need to purchase Framemaker 9 and Adobe Design standard CS 5, then you need to purchase the Volume license copy of Framemaker 11 and Adobe Design Standard CS 6 as Adobe is not selling FM 9 and CS 5 anymore, then any one from the customer services team will do the backward license to FM 9 and CS 5.
