ShrinkwrapAsIs was created by an anonymous contributor, and published by Carla Martinek at http://www.martinek.us/shrinkwrap.html (now 404); compatibility was tested to Frame v. 7.2. I have never used it myself. Here's the info text from the web page:

A known bug (feature?) in FrameMaker is that if you use the Esc-m-p Shrinkwrap command, it changes the anchor of the graphic from whatever it was to "At Insertion Point." A smart Frame user wrote a small FDK plugin that preserves the settings for an anchored frame when shrink wrapping. I am making the ShrinkwrapAsIs dll available as a download for everyone who requested it, with the following caveats: * No compatibility or suitability or functionality is guaranteed with any version of Frame on any platform. While this DLL was written for FM 6.0, various users have tested with 7.0, 7.1, & 7.2 successfully. Your success may vary. I just know it works on my machine, and has worked in both FM6 and FM7.1, on Win2K and WinXP * Ensure the document you are testing has been saved at least once (not a new document); otherwise it may not work * I have noticed on my machine that I sometimes get a ghost image of the graphic being anchored. A screen refresh (Ctrl-L or PgUp/Dn) will take care of this. * The author of this DLL (who prefers to remain anonymous because he doesn't want people emailing him for support issues) has authorized this file to be posted for download. You may freely distribute this file or URL to other FrameMaker users.

IIRC, there was a script in the long-ago days that would trim the
excess.
Maybe someone remembers it and can point to it.
