Windows 7 64-bit with 8GB, Windows 10 should be relatively smooth, though some drivers might break. If you're running FrameMaker 2015 with all updates maybe it would work without tweaking. I'd make a full backup before trying.
FM 2015 update 1 was the first version to officially support Windows 10, and I've read of numerous problems with older versions.
