Can you use PDF or EPS? Those have been supported for a long time and are probably less buggy. FrameMaker's SVG support is kind of a kludge.
Raster quality is a setting in the Import SVG dialog. If the diagram has a gradient fill, a high-resolution rasterization could be enormous.
