I beat the process to hell and it seems to be stable. I use the "Go To URL"
command and use absolute URLs to the PDF, then append #page=[page number]
I've never used "Jump to Named Destination". How do I implement that to
point to a destination page in a PDF that I cannot make changes to?

Use named destinations rather than page numbers, which can change if
the PDF is updated.
The MadCap developers didn't get that one right until version 8, and
I'm pretty sure they only got it right then because I rephrased the
issue half a dozen times until they finally understood it.
I'm not sure it's an issue any more, but if the web server does not
support byte-serving, the link won't work.
