Sorry, if I said that I mis-spoke. When highlighting the character that does not display correctly, CTRL-D shows the family to be ZapfDingbats. I eventually realized that does not mean the font is actually installed.

I no longer have anything but 8 and 12 installed on this computer. Frame 7.2 CD did not have Adobe Type Manager.

You said that you have FM8 and FM12 on the same system, and that the
font displays correctly in FM8. If both those are true, the font is
installed in Windows, and the problem is that something's different
FM12.

In FrameMaker 6, the file for ZapfDingbats was in C:\Program
Files\Adobe\Acrobat 4.0\Resource\Font\Zd______.pfb. I believe in FM72
it was in a similar location. I believe you could re-install by
following the instructions at:

http://www.adobe.com/products/type/install-instructions.html

That would fix things if the problem is a corrupt font. If the problem
is bad font mapping, you need to edit the FM12 maker.ini.
