What FM version is that on? I just tried on 2017, 2015, and FM12 and it "sticks" when I have it open. That is, I open the toolbar and try to select the scope, enable, disable, etc. No issues.
Did you run any updates? Maybe Adobe patched stuff (or broke it) between dot releases and patches. Always interesting when unique things happen and people have the same software versions.
