Sounds like Tammy's just got the CHMs (no RH projects) - maybe use the old MS 
Help Compiler to deconstruct the CHM back into individual HTMs?

You could output to Word and import that in FrameMaker.

Or if you can get your hands on a copy of Flare, import the RoboHelp projects 
and export them to FrameMaker.
