Each new release only has info about the features in that specific release.
There are a set of on line tutorials about 2019 on the Adobe site. They also deal with changes in the interface, so should probably provide the info you need. However, if you want info about something that changed earlier, you need to find the release videos from the previous releases. I made a very big jump in versions. In the end I found that I had to look at info from each previous release to fully take advantage of some of the new features introduced.
