Based on no evidence whatsoever, my guess is that the character palette somehow became parked at a location beyond the bounds of your desktop. But I'm afraid that I don't remember the trick for recovering off-desktop palettes.

I even restarted Frame. Obviously, I can use the Windows Charmap instead, but I find it very puzzling that the character palette is suddenly not working for me. I've got Frame 2019 to the latest patch available.
