Note: I am not a structure expert. I have used structured FrameMaker a little but I have not tried to create either EDDs or DTDs and wouldn't have the first idea of how to. ;-)
With that caveat out of the way, the way you worded your message makes it sound to me like your EDD is set up to use a single cell table to contain your figure title and the actual figure. There is a known bug in FrameMaker with respect to inserting a graphic into a table cell and having the graphic import in miniature. It should have been fixed in Update 3. If your FrameMaker 2019 is fully updated (should show the version as 15.0.0.603), then drop a line to Amitoj Singh ([email protected]) This is a link to the discussion on the FrameMaker forums.
