Actually no, there exists a method I think has been lost/forgotten,
I first was made aware of it when somebody by the name of BOBAH XPEHOB
patched/compiled tcpdump.exe, nemesis.exe nmap.exe so they no longer
require a classical winpcap install. He used microOLAP Packet Sniffer
SDK.

All that is required is a single executable. Softpedia has an archive
of the files (they are hard to come by as the domain that hosted the
files no longer exists)
