We had this type of download functionality since Plone 3. The code in ATConentTypes was unfinished though and we removed it for Plone 4. I haven't ever seen anyone interested in this type of feature and never seen a user request it. I would recommend to leave this part out and concentrate on the upload functionality. That's something a lot more people actually want.
