I've used a variety of 16mm projectors over the years and often switch
between silent and sound speed while trying to run two identical prints in
sync (or as close as possible). No matter whether the B&Hs and the Pageants
I have used specify 16fps or 18 fps, either speed can vary quite a bit. So
I am proposing that it is specific to the particular individual projector
(not the model). There is not much in the analog realm that will conform to
what we expect from video frame rates. As these projectors are mostly 40 or
50+ years old, there is inevitably some operational change compared to
original factory specs. "Your mileage (timing) may vary."

Interesting to note that the Lumiere cinematographe (hand-cranked both as
camera and projector) was intended to run at 16fps - but who was timing
that?
