Recelling a Scoopic battery is an easy job, you can DIY if you (or a friend) can handle a soldering iron. All you need to do is find/pick an online source for new AA cells with solder tabs. (Even Amazon has them, in addition to battery specialist sites.) You'll probably want to use NiMH cells rather than the original NiCADs, but the original Scoopic charger isn't ideal for those. I haven't tried it, so it might work OK, but it shouldn't be hard to find a universal charger that's designed to work with NiMH and can be rigged to meet the Scoopic battery contacts.
It's also an easy DIY to create a whole new Scoopic battery from a standard AA battery holder, those being basically the same size/shape. This lets you use standard AA rechargeables, which are generally cheaper than the ones with tabs. I made instructions for this I had up on the Web at one point, but I don't know if it's still there, and I don't remember the url off-hand. I can check later, but I'm sure I still have a copy of the file, and if anyone's interested I can email it to you if you msg me off-list: djtet53ATgmailDOTcom.
