Lucas Hildenbrand's book, Inherent Vice: Bootleg Histories of Videotape and Copyright, cites an exchange on Frameworks regarding the viewing of experimental films on video/DVD/online. Specifically, he cites comments made by David Tetzlaff, Fred Camper, and myself (possible others, but those are the ones I remember). Before the book was published, Lucas contacted me to ask if it was alright with me to be quoted in his book, and I assume he did the same for David and Fred. I don't believe he was legally required to do this, as Frameworks is indeed a public forum. Rather, he was doing it as a professional courtesy, which I appreciated. Lucas also let me know exactly which passages he would be citing - I'm sure we've all occasionally written things on Frameworks that we later regret, or at least wish we could modify.

So, instead of making a blanket request, I would contact the specific people you want to quote and, as a courtesy (not a legal obligation) let them know that you'd like to quote them.
