You will not find any tabletop 35mm viewers.  They exist, but there were not
many made and they were mostly used at theatre make-up tables.  It is far
easier and cheaper to find a flatbed or an upright editing machine.

What you WILL find cheaply are cineangiography viewers, which are sort of
like small 2-plate flatbeds.  The ones made by Vanguard Instrument are 
my favorite; they have a pull-down claw arrangement like a 16mm projector
rather than a prism, but they are very sharp-looking and light on film.
Will take about 500 feet of film at a time, so you can't work on a full reel,
and limited speed control compared with a real flatbed. 

tekyard.com often comes up with the Vanguards and other cineangiography
viewers, as well as with camera systems intended for cineangiography
(usually 35mm Mauers with funny controls and no finders).
