Vertov's Enthusiasm is radio, but I take it to be shortwave.

lesser extent in Diary for Timothy.

Several early Benning films, e.g. the radio preacher VO in Landscape Suicide. 
Radio is a major element throughout his United States of America (1975).

There must be something from Godard when he was doing sound-driven cinema, but 
can't remember; Godard's a good place to look for radio anyway.

 Michael Snow did works for radio, but that's radio.
