Is the hair in the gate of the original film, or in a badly-done telecine? Software for getting rid of dirt and dust doesn’t work with artifacts that don’t move. Your only choice — it it’s in the film — is to crop the image or live with it. If it’s in the telecine transfer, have it redone.
