I do have the same problem on my laptop, poweroff/shutdown -p now always halts
the system, never shuts it down.

Hardware: Fujitsu Lifebook E Series
OS: FreeBSD 13.0-CURRENT r348832 GENERIC amd64
Misc: is in docking station, just monitor and ethernet are connected, no
(external) usb device.
