shutdown -p/h now works well without X.
The same command hangs with X running.
/var/log/xorg.0.log describes as follows.

  (WW) config/devd:  devd socket is lost
  (EE) config/devd:  fail to connect to devd

I hope this is not a bug, and only some configuration can help.

CPU:  i7-4771
motherboard:  BIOSTER HiFi H87S3+
