Even if the user gave svn the wrong URl that doesn't mean it is OK for svn to return wrong information. Svn should in fact strip away the "/viewvc/" and tell the user that where he wants to point SVN at is '/base/head/usr.bin/' or if it cannot do that simply return an error that the URL is not valid.
